Canada's Current Position: Canada confirms that the Honour of the Crown applies to the negotiation of long-term reform and the implementation of the ultimate agreement. NCCC Opening Position: This should be an evergreen agreement with a statutory basis. It is understood Canada has standard procedures for financial commitments in place: Treaty is by definition not a standard operating procedure.
