The NCCC was created 19 years after the Caring Society and the Nations in Assembly took a complaint to the Canadian Human Rights Tribunal that said Canada was discriminating against First Nations Children.

In 2016, the CHRT finally agreed. If you want to see the big picture steps along this path, click "NCCC Timeline".

January 26, 2026 marks the 10th anniversary of the historic Canadian Human Rights Tribunal decision substantiating Canada’s discrimination in Jordan’s Principle and child and family services.

This landmark decision has been life changing  thousands of First Nations children and youth.  We will continue the work to ensure the decision is fully implemented.

Some of the Commission members were in Ottawa recently and shared a cake with the Caring Society to celebrate. Then they got back to work to make sure Canada follows through on reform.

The NCCC initially expected to negotiate with Canada to create a plan for Long Term Reform of First Nations Child & Family Services. In Feb 2025, an RFP went out asking for those with an interest and ability to undertake negotiations to apply to work (pro-bono) with the NCCC. The people who stepped up are identified below. Click on a negotiator to learn more.

In August 2025, CHRT 80 was released by the Canadian Human Rights Tribunal. CHRT 80 is an order that says the Parties to the original complaint have until December 20, 2025 to submit their versions of a plan to end Canada's discrimination to the Tribunal. This will not be a final document, but a list of solutions the parties would like the CHRT to consider ordering Canada to undertake.

The Negotiators are now helping the NCCC to ensure key components are relayed to the Tribunal. Commissioners also have technical helpers from their own regions.
